The Pennsylvania Gaming Control Board (PGCB) has unveiled its 17th Annual Report, providing a comprehensive look at revenue figures for various facets of the gaming industry during a record-setting fiscal year spanning from July 1, 2022, to June 30, 2023. These figures reflect Pennsylvania’s vibrant gaming landscape and shed light on the continued growth of the broader betting industry, encompassing everything from slots to fantasy sports contests.
A Regulatory Success Story
In the report, Kevin O’Toole, the PGCB’s Executive Director, lauded the remarkable transformation of the agency into “one of the most respected and effective gaming regulators in the world.” He highlighted that regulators in emerging gambling markets are turning to Pennsylvania for guidance and expertise in shaping their own gaming landscapes.
“Worldwide jurisdictions have, over recent years, reached out to PGCB staff to gain expertise and knowledge as they set up their own gaming marketplaces and regulatory oversight,” O’Toole stated. “In some cases, representatives of those regulatory bodies have visited us in Harrisburg to gain first-hand knowledge of how we effectively regulate. As an example, representatives from the Bahamas spent several days in our Harrisburg office, and we gladly spent time with them.
This recognition underscores Pennsylvania’s leadership in the gaming regulatory sphere and positions it as a valuable resource for other regions venturing into legalized gambling.
Regulatory Vigilance and Fines
The PGCB’s commitment to maintaining the integrity of the gaming industry is evident in its enforcement efforts. Over the fiscal year, the regulator imposed over $672,000 in consent agreement fines. These fines were levied for various infractions uncovered through patron complaints, PGCB staff or Department of Revenue audits, or on-site observations by PGCB staff at casinos or online platforms.
Moreover, the PGCB placed 135 patrons on the Involuntary Exclusions List, demonstrating a robust commitment to responsible gaming practices and ensuring a safe environment for all participants.
Thriving Sports Betting Sector
The report spotlights the impressive performance of Pennsylvania’s sports betting sector. During FY22/23, the total sports betting handle amounted to $7.2 billion, reflecting a 2% year-over-year increase. However, the real standout was revenue, which surged by an astounding 56% year-over-year to $491 million.
Breaking down the revenue, online sports betting accounted for $440.5 million, while retail sportsbooks contributed $51.5 million. This data underscores the growing popularity of online sports wagering, a trend expected to continue as more bettors embrace digital platforms.
iGaming on the Rise
The iGaming sector also witnessed substantial growth throughout the fiscal year. iGaming operators raked in $1.5 billion in revenue, marking a robust 24% increase compared to the previous year. Notably, online slot games significantly generated $1 billion in revenue, an impressive 26.5% uptick. Online table games revenue grew substantially, climbing 22.6% to reach $428 million.
The financial impact of this growth extended beyond the gaming operators. Online casinos contributed $652 million in taxes to the state, marking a 24% year-over-year increase. This influx of revenue has the potential to support various public initiatives and contribute to Pennsylvania’s economic well-being.
