The governor expressed his enthusiasm during the ceremony, saying, “This whole region, you got your own racetrack. You’ve got your own tourism draw, and you have your own sportsbook.” He kicked off the festivities by placing the first wager, betting on the upcoming Kentucky Wildcats basketball game against Tennessee.
Sandy’s Racing and Gaming, with its $75 million investment, is set to create nearly 250 new jobs and generate millions of dollars in tax revenues, making it a significant economic driver for the region. The facility spans an impressive 75,000 square feet, offering an array of entertainment options, including nearly 700 historical horse racing games, two performance stages, and a BetMGM Race & Sportsbook.
Larry Lucas, Chairman of Revolutionary Racing Kentucky, which collaborated with the Eastern Band of Cherokee Indians on this project, celebrated the realization of their promises. He stated, “Last year, we promised to bring a first-class facility to Boyd County. Today, we can say – promises made, promises kept.”

This expansive project goes beyond gaming and entertainment, featuring Kentucky’s only quarter-horse racetrack and an equestrian center. These facilities will be situated on 182 acres of land behind Sandy’s. During the grand opening ceremony, the construction for the quarter-horse racetrack commenced, signifying the beginning of a new era in Kentucky’s horse racing.
As per official statements, track construction is scheduled to begin in early 2024, with the first races expected in 2025. This development is the result of Kentucky’s Horse Racing Commission awarding the state’s ninth and final horse racing license to Revolutionary Racing Kentucky.
The construction process itself was a local affair, led by D.W. Wilburn Construction from Lexington and supported by the Tri-State Building Trades. Over 300 local union workers played a vital role in the project, ensuring that the endeavor remained deeply rooted in the local community. Remarkably, 90% of all materials and supplies used during construction were sourced from within the United States.
Sandy’s Racing and Gaming boasts a range of amenities, including a spacious 5,200 square-foot sportsbook complete with leather recliners and three cinema-sized screens.
